eThekwini Municipality Unveils Draft Budget Aimed at Service Delivery and Economic Growth

eThekwini Municipality Mayor, Cllr Mxolisi Kaunda, presented the draft budget for the upcoming fiscal year during a full council meeting on March 19, 2024. Against the backdrop of global elections and as South Africa commemorates three decades of democracy, the budget speech emphasized the municipality’s commitment to service delivery, economic development, and infrastructure rehabilitation.

 

Mayor Kaunda highlighted the significant strides made by the African National Congress (ANC) government in improving the lives of eThekwini residents over the past 30 years. Notable achievements include expanded access to water and electricity, upgraded road infrastructure, and the construction of integrated human settlements and state-of-the-art sport facilities in townships and rural areas.

 

The draft budget, totalling R67.3 billion, comprises an operating budget of R59.7 billion and a capital budget of R7.6 billion. Despite economic challenges, including moderate global growth and limited resources, the municipality aims to prioritize service delivery, economic development, and infrastructure rehabilitation.

 

Electricity, essential for economic growth, will receive significant attention, with an allocated budget of R21.5 billion. This includes provisions for repairs and maintenance to stabilize the electrical network and minimize power outages. Tariff increases of 14% for residents and businesses reflect the need to cover costs while ensuring affordability for consumers.

 

Water security, a critical concern, will see investments of R9.8 billion, including repairs and maintenance to address infrastructure damage caused by recent floods. The municipality plans to augment water supply through various short-term and medium-term interventions, including the construction of the uMkomazi Dam.

 

Sanitation, cleansing, solid waste management, engineering, human settlements, community and emergency services, and public transport are among the key areas covered in the budget. Investments in these sectors aim to improve service delivery, enhance public health, and stimulate economic activity.

 

Furthermore, the budget prioritizes job creation through various initiatives, including infrastructure projects and social programs such as the Sihlanzimvelo Stream Cleaning Programme and the expansion of soup kitchen services.

 

In conclusion, Mayor Kaunda affirmed the municipality’s commitment to providing quality services, fostering economic growth, and creating sustainable jobs.
